Joint Generation Resource Planning and Evaluation

Overview:

The Project involves the joint exploration, research, investigation, review, evaluation, and feasibility of implementing, operating, and maintaining electric generation projects and such other projects, whether physical or financial, that may be designed to meet the future power needs of the Project Members . . .

This Project was approved by the SSEA Board on November 7, 2007. The Project Members specifically contemplate investigation of all types of interests in such projects, whether through complete or partial ownership, power purchase agreement, exchanges, prepayments, or other means. The Project Members further contemplate investigation of demand side management technologies.

The Project consists of three phases. During Phase 1, existing technologies will be examined on the basis of their estimated costs, risks, operating characteristics, development time, and environmental considerations. At the conclusion of Phase 1, Project Members will approve certain technologies to investigate further during Phase 2. During Phase 2, specific resource options that appear to be viable will be identified. Specific projects could include known projects currently in the development stage or new potential projects. At the conclusion of Phase 2, the Project Members will come to consensus on which specific projects to move forward to Phase 3. During Phase 3, a detailed feasibility analysis will be performed on the specific generation options chosen. At the conclusion of Phase 3, those Project Members that wish to proceed with the development and construction of a specific project will participate in a new resource development and construction project that will be brought to the SSEA Board for approval.

The project term is through December 31, 2012 with provisions to continue from year to year thereafter

Project Services Agreement No. 2A:

Eastern Nevada Transmission Project

Overview:

The Project Members intend to jointly explore, research, investigate, review, and evaluate the feasibility of constructing high voltage electrical transmission lines and related facilities to allow the interconnection of the member electrical systems with Mead Substation in southern Nevada . . .

This Project was approved by the SSEA Board on May 20, 2014 The Project provides for the construction of new facilities, which include a 230 kV transmission line from the existing Newport Substation extending north to a future planned 230 kV transmission line beginning in the Apex valley area and extending north to the planned Gemmill Substation near the intersection of U.S. Highway 93 and State Route 168; a 230 kV transmission line originating at the planned Gemmill Substation and extending east to the existing Tortoise Substation near Moapa, Nevada; and other facilities as may be designed to meet the power demands of the members and to interconnect future generation sources. Work performed under this agreement includes siting, permitting, and preliminary design of the proposed transmission lines.
The project term is from July 17, 2014 through July 17, 2019 unless terminated earlier by the Project Members

Power Supply Management Services Agreement

Overview:

The Project Participants may request the SSEA provide various power supply management services in connection with the operation, scheduling, hedging or optimization of a Project Member's resources or in furtherance of meeting the power supply needs of a Project Member . . .


This Project was approved by the SSEA Board on November 10, 2009.
Initially there will be two service schedules offered: 1) Load Requirements Service, which includes full commodity management; and 2) Power Purchase and Sale Service, which enables the Project Participant to buy and sell specifically requested products from the SSEA. The project term is from November 10, 2009 to termination of Cooperative Agreement
